Dear Dr. Dick,
Congratulations on the NASA/Library of Congress Astrobiology Symposium in September.
This attempt by NASA and The Library of Congress to look more closely at extraterrestrial life is a laudable one; one which is long over due - since the first Congressional Symposium on UFOs by Congress in 1968.
We are not certain if you have ever reviewed the text of witness testimony of the 1968 symposium. It is enlightening.
We submit this analysis and critique of the symposium as a positive gesture to contribute and provide a somewhat more expansive intersection and understanding of the global impact of the preparation for and discovery of contact with sentient off-world civilizations.
A. SCIENCE AND OTHER FORMS OF SYSTEMIC EVIDENCE
While we are well aware of and fully respect the scientific and theological components of any investigation and analysis of the impact on the human family concerning the existence of extraterrestrial life - whatever its form and composition may be, we are also acutely aware there remain valuable jurisprudential and systemic informational sources and modes of reasoning that, if studied thoroughly will extend, complete and satisfy a more thorough examination of all evidentiary aspects of inquiry that embody the discovery of extraterrestrial life - sentient or non-sentient. We will refer to this highly sensitive body of supportive information as - NEGLECTED AND UNACKNOWLEDGED EVIDENCE.
These valuable components of discovery and inquiry - for whatever reason seem to have been over-looked at the symposium.
The parsimonious rationale behind the Library of Congress and NASA’s recent examination of issues appears to have failed to entertain and thus eliminate any discussion of the jurisprudential and verified systemic knowledge bases which currently exist and that in fact do relate to the general issues within the symposium’s terms of reference. There are two components to this argument: One substantiated by observable data and one political.
First, the current research within the systemic knowledge base (Neglected and Unacknowledged Evidence) to which we refer, unequivocally confirms the existence of a wide range of hard data* that points directly to the substantive reality of the phenomenon commonly referred to as unidentified flying objects (UFOs).
Secondly, there exists unimpeachable evidence originating from high level government and military sources, witness testimony and government documents that not only validate the UFO reality but which also corroborates government and military efforts to create an embargo around this knowledge and consequently sequester it from the public. This is something about which we are very concerned. Several practical examples of this unacknowledged and neglected evidence will be elucidated below to authenticate our concerns.
B. SHARED AND COMMON GROUND
We believe when asked about the UFO matter you responded, "I haven't looked at the evidence close enough to say that there's intelligence behind it. But I've seen enough to know that there are unexplained things that we should look at more, and right now, the U.S. government is not doing that.”
If this admission and statement attributed to you is authentic, it indeed represents and clearly acknowledges one of the identical and key positions we also maintain about the UFO matter - that being there is evidence about the existence of the UFO phenomenon and that the government is in a non-action state on this matter.
If this is in fact your position, then we unquestionably share common ground. Therefore, assuming this is your position - why then would this very important component of an intellectual endeavor such as the NASA and The Library of Congress symposium not include evidence from the widest possible spectrum of available evidence such as that alluded to in your statement as referenced above?
C. THE AMBIGUITIES OF CONTACT
From what we read on the symposium’s schedule some highly profound topics were entertained, such as ‘Alien Minds’ by Susan Schneider and other esoteric arguments about communication with off-world sentient life.
The video of a discussion among Robin Lovin, Derek Malone-France and yourself also engaged some elegant arguments with respect to theology and the implications of ET discovery and contact.
Regrettably the UFO phenomenon - as a manifestation of contact and an ostensible presence of ambiguous and unambiguous signs of contact by extraterrestrials, were never permitted to surface - whether by design or inadvertence.
Given the wide variety of arcane topics and contributors to the symposium, we find it difficult to understand how and why the UFO phenomenon appears to have been surgically detached from any discussion during the symposium.
Essentially what this symposium attempted to do was to examine the entire concept of what we call INTERSPECIES ETHICS.
In the symposium’s panel discussion moderated by Derek Malone France, several ideologically challenging notions were raised by yourself and Robin Lovin that we found both profound yet which proved to be inadequate in addressing the vast spectrum of knowledge currently available on this matter.
The entire topography of the symposium is laden - in an unarticulated manner with the thesis of interspecies ethics - yet for whatever reason no authentic attempt was made to allow for a full exploration of this concept, which must inexorably include the UFO phenomenon, and the possible existence of an ET presence.
Despite the current body of available evidence – which we will provide samples of below - it remains self-evident that the UFO/ET matter has become culturally, politically and theologically inscribed and accepted as a norm by a vast percentage of North Americans and within the international community. Consequently, the exclusion of the UFO/ET matter became obvious by its very absence at the symposium.
As the millennium changed in 2000, poll after poll statistics confirmed a growing global realization about the UFO/ET issue was emerging among the general public. The data are remarkable: Time Magazine - 80% believe that the government is hiding the existence of extraterrestrial life forms - 54% believe intelligent life exists beyond earth and 64% believe aliens have contacted humans.
While these statistics may appear to be circumstantial, they do represent and now reside in a cultural and normative shift in perspective that cannot be easily dismissed.
D. A JURISPRUDENTIAL PERSPECTIVE
As you know and will no doubt agree, witness testimony and anecdotal evidentiary material of all kinds have always been and will continue to be a strong and impregnable standard of evidence in a court of law, sufficient to prove the innocence or guilt of a defendant.
These standards of law; witness testimony, photographic and other anecdotal evidence have also been wholly sufficient to convict and ultimately send those convicted to their death as prescribed by law.
The dramatic and fundamental use of witness testimony, anecdotal documentation and photographic evidence used on the scales of justice to determine life or death is non-trivial and represents the historical foundation of jurisprudence.
Time and time again anecdotal witness testimony, eye witness testimony, expert opinion, photographic evidence and documents of all descriptions can discretely - in a contiguous manner, abut, connect and otherwise provide judges and jurors with reliable information upon which to determine guilt or innocence.
This kind of evidence is vetted through the process known as voire dire - to determine the admissibility of evidence. Once vetted in this manner this evidence becomes the foundational underpinning of the success or failure of a case - life or death; freedom or incarceration.
While it is true in instances involving DNA or other forensic evidence, guilt or innocence can be determined, however the other forms of evidence mentioned above are as substantive as, equal to or often greater than the weight of scientific evidence as determinant factors in a court of law. Justice is repeatedly served by human testimony alone.
E. WILL JUSTICE SERVE THE UFO/ET MATTER?
When these same standards of evidence are reasonably applied to the exigent reality of UFOs and the prospect of engagement with the human family by off-world civilizations - these possibilities cannot be discounted.

Were this category of evidence to be presented to any objective judge or jury, it is our opinion that in 99 out of 100 cases it would be concluded that some kind of contact or sighting of an extraterrestrial vehicle was not only plausible but genuine and would therefore require serious investigation by authorities as would be the case in any jurisprudential matter.
The purpose of our correspondence to you today is to ask why - in its efforts to examine, weigh and establish such historically momentous potentialities of our existence and human discovery - was a strictly scientific set of parameters used - while evidentiary modes of reliable evidence such as witness testimony, eye witness testimony, expert opinion, anecdotal evidence, photographic evidence and documents were expropriated from and considered non-relevant to the symposium’s terms of reference?
In support of this argument we once again direct you to the actual text of the 1968 Congressional Symposium on Unidentified Flying Objects that, at the time, went into great depth, detail and analysis of these same categories of evidence.
Judging by the schedule of speakers and topics, it does not appear to have been the mandate of the Library of Congress symposium to prove or disprove the existence of sentient ET life or UFOs.
However - the strict adherence to primarily scientific and theological modes of reasoning about the “discovery” of ET life - clearly displays a certain bias that not only limits but summarily denies and repudiates the existence of the massive amount of available evidence on the UFO/ET matter. It may be of interest to you that a large quantity of this evidence is housed in the Library of Congress itself in classified files as will be attested to below in testimony by a United States attorney.
This category of evidence, were it to have been considered for inclusion on the symposium dais, could clarify and provide lucid authentication as to the validity of the UFO phenomenon and, moreover - the palpable possibility that we are in fact being engaged by off-world civilizations. To eliminate rigorous examination of either of these possibilities, at all levels of inquiry, is by definition un-scientific.
F. A POLITICAL AND EVIDENTIARY PERSPECTIVE
We are well aware of the sensitive political, national security, social, religious and geo-political restrictions placed on any serious and open attempt by government institutions or agencies to investigate the persistent and troublesome evidence and testimony from time-honored American heroes and former government and military officials on this matter.
Even though the government - on all counts remains silent and pokerfaced on this matter – there are courageous individuals of rank and influence who demand a level of truth from the very governments they faithfully once served.
This list includes such dignitaries as NASA Apollo 14 astronaut Dr. Edgar Mitchell, former Governor of Arizona Fife Symington, former FAA Senior administrator John Callahan, the late former NASA astronaut Dr. Brian O’Leary, the late NASA astronaut Col. Gordon Cooper, former UK Chief of Defence Staff Admiral Lord Hill-Norton, former White House Chief of Staff under President Clinton attorney John Podesta and a host of other professionals. The specific testimony of these individuals is only one measure of the public record on this matter.
Why would the oral testimony of such notables be ignored and not figure into any authentic attempt to get at all information that would illuminate all facets of this enigmatic component of human existence?
This question calls into doubt the primary premise of the symposium’s ability and mandate to illuminate the ET matter - especially when entities such as SETI - a previously government funded investigative front is used as a focal point of examination while other evidence is ignored. This is truly regrettable but - one must suppose - politically expedient.
Unfortunately, in our opinion, the gaping hole left by the absence of this category of evidence calls into question any findings or conclusions of the symposium – scientific – religious or otherwise.
In an effort to provide examples of expository information and evidence to you, we offer the following samples in direct accordance with the Library of Congress and NASA’s Symposium - Preparing for Discovery.
We provide this information pursuant to what - in our opinion - can be considered a fiduciary responsibility of two publicly funded entities; NASA and the Library of Congress. This essentially means that – the organizers of the joint NASA and Library of Congress symposium should have known about or should have sought to know about these four principal items of evidence of a vital nature and consequence as listed below. Each is and has been part of the public record for years.
Essentially, the organizers of the symposium should have known about and taken into serious consideration these four matters as critical adjuncts to the symposium’s mandate.
G. FOUR ITEMS OF A VITAL NATURE AND CONSEQUENCE
All four of these items are absolute and non-speculative. Each occurred in real time and each event is based on verified, factual, firsthand documentation and testimony associated with one or more of the Executive, Judicial, Congressional or Intelligence branches of the government of the United States of America. Moreover, each item categorically confirms and attests to the institutionalized marginalization of the truth that underpins the reality of this phenomenon; converging lines of evidence that are beyond reproach.
Furthermore, these exclusive events relate specifically to UFO documents and testimony by ranking government officials as well as information already in the possession and control of at least three specified agencies within the United States government – namely NASA, the Library of Congress and the Central Intelligence Agency (CIA). [It is worth noting that these four vital pieces of information/testimony are only a small portion of the overwhelming body of evidence – both documentary and testimonial – that is readily available on this ascendant but unacknowledged matter.]
G.1 ITEM ONE
Journalist and author Leslie Kean Successfully Sues NASA for UFO Documents in its possession.
In a decision by the United States District Court for the District of Columbia in 2007, journalist Leslie Kean, the plaintiff - with the support of the Coalition for Freedom of Information - was successful in obtaining sequestered records in the possession and control of the National Aeronautics and Space Administration concerning the crash of an unidentified object near Kecksberg Pennsylvania in 1965. See: Case No. 03-2509 (EGS) [Note: That as a former NASA historian Dr. Steven Dick may have or should have been aware of this suit against NASA in the Kecksberg Incident.]
G.2 ITEM TWO
Attorney Daniel P. Sheehan JD gains access to the Library of Congress Classified UFO files
It must now be drawn to your attention that in 1977 a successful attempt was made under the jurisdiction and request of Marcia Smith of the CRS (Congressional Research Service) to have an attorney, serving at the time as General Counsel for the Jesuit Headquarters in the USA by the name of Daniel P. Sheehan JD - enter the Library of Congress and while there, be given free and full access to classified documents on unidentified flying objects; Project Blue Book.

G.3 ITEM THREE
Statement by former CIA Director Vice Admiral Roscoe Hillenkoetter - a New York Times UPI article - February 27, 1960
Hillenkoetter stated: “It is time for the truth to be brought out... Behind the scenes, high-ranking Air Force officers are soberly concerned about the UFOs. But through official secrecy and ridicule, many citizens are led to believe the unknown flying objects are nonsense... I urge immediate Congressional action to reduce the dangers from secrecy about Unidentified Flying Objects...”
G.4 ITEM FOUR
Statement by former White House Chief of Staff under President Clinton – attorney John Podesta at a press conference held at the Washington DC National Press Club in 2002.
There, Podesta stated: “I think it's time to open the books on questions that have remained in the dark on the question of government investigations of UFOs. It's time to find out what the truth really is that's out there. These four unequivocal and prima facie categories of evidence represent irrefutable confirmation that the matter of unidentified flying objects and their possible extraterrestrial origins have been and continue to be sequestered, discussed and analyzed at the highest possible levels of governance on the planet. All four incidents represent sustainable circumstances worthy of rigorous investigation.
There is much more that can be provided to you and your committee by way of data to enable you and your colleagues to acquire and consider a more over-reaching range of evidence.
This data posits that the entire disposition and resolution of the UFO issue and an extraterrestrial presence cannot be achieved exclusively by scientific means. Fundamental properties of law and jurisprudence as well as written evidentiary documentation and expert testimony must and indeed play a major role in a complete assessment of the phenomenon known as unidentified flying objects.
The discovery, presence and public revelation of sentient Extraterrestrial life and the vehicles that appear to manifest this presence is the greatest story in the history of humanity. All of the available documentation indisputably suggests the government of the United States, is in fact, withholding this information from its citizens and the citizens of the world.
We leave the discussion at this point in the hope that you will consider and respond to the full range of issues in this commentary.
